Can the message go out in several languages?
Send one dispatch per language, each targeted at the corresponding directory group or site. The wording differs, the timing does not.
Who is allowed to send on behalf of management?
A communications officer prepares the message and a designated approver releases it. The validation step can require a one-time code, and delegation covers holidays.
